Prior to the involvement of the United States, and the UN coalition forces in this
conflict, members of our State Department were in communications with
Saddam Hussein.

The Iraqi position was that there was a land dispute between Kuwait and Iraq that
never been solved, and of course the region of Kuwait in dispute contained oil wells
and working pumping facilities.

Mention of the initial position of the United States regarding Iraq made its way into the
mainstream media, and was attributed to April Glaspie, our State Department's
ambassador to Iraq.

Specifically at the time, April had stated to Saddam Hussein that the United States
considered this border dispute between Iraq and Kuwait a local issue and that the
United States did not wish to be involved.

Several links will be added here for the purpose of shedding light on this position, and
it must be borne in mind that "The Mighty Wurlitzer"  may have been involved in this issue in some manner, though there may be no easy way to sort out the matter other
than to share points of view and leave it up to you, the reader.

First is a transcript of some conversation between April and Saddam which occurred on July 22nd, 1990. In case this article disappears from the 'Net, it will be made
available here.
